Ray Strode f16dc90681 weather: Don't spew messages when geolocation is unavailable 
It's not a requirement that the xdg portal is installed, so we
shouldn't log an error when it's not.

Furthermore, we shouldn't log an error when geolocation is disabled
in settings.

This commit mutes the log spew.
