Olivier Fourdan a66413f7f5 kbdA11yDialog: Use MetaKeyboardA11yFlags 
The change in mutter to move keyboard accessibility into backends needs
to be applied in gnome-shell as well, otherwise the keyboard
accessibility dialog cannot work.
